1. Acceptance
By installing or using PhoneGen (the "App"), you agree to these Terms of Service and to our Privacy Policy. If you don't agree, don't install the app, or uninstall it.
These terms form a legally binding agreement between you and the operator of PhoneGen.
2. What PhoneGen is
PhoneGen is an Android app that generates and validates synthetic phone numbers for testing, development, education, and research. The numbers are produced according to the format rules of national numbering plans (E.164, ITU-T E.123, country- specific conventions) but are not assigned to any real subscriber line.
The numbers PhoneGen generates do not connect to anyone. They follow valid format rules but are not real telephone subscriber lines. Calling, texting, or otherwise attempting to reach them will not contact any person.
3. Acceptable use
You may use the app for purposes including, but not limited to:
- Software testing — populating test databases, fuzzing phone-number validation libraries, generating fixtures for QA test suites.
- Development and engineering — verifying format-handling code, building demos, validating internationalization of phone-number input fields.
- Data validation and audit — checking the format and country distribution of existing phone-number datasets.
- Education — teaching about E.164 format, country codes, area codes, and the structure of international numbering plans.
- Research — academic or professional studies where realistic-format phone numbers are needed without using real subscriber data.

4. Prohibited use
You may not use PhoneGen, or numbers generated by it, to:
- Place unsolicited calls, send unsolicited text messages (SMS/MMS), or otherwise contact telephone subscribers — whether the recipients are real or whether you mistakenly believe the generated numbers are real.
- Conduct telemarketing, robocalling, mass SMS campaigns, or any form of bulk outreach.
- Attempt fraud, identity theft, account-creation abuse, or impersonation, including using generated numbers to register accounts on other services where the service's terms require a real, verifiable phone number.
- Bypass age verification, two-factor authentication, anti-spam systems, anti-fraud screens, or any other security or verification mechanism on any platform.
- Harass, threaten, defame, dox, or otherwise harm any individual or organization.
- Violate any applicable law or regulation. This includes, without limitation:
- United States — the Telephone Consumer Protection Act (TCPA), the Truth in Caller ID Act, the CAN-SPAM Act, and state-level analogues.
- Canada — the Canadian Anti-Spam Legislation (CASL) and the Canadian Radio-television and Telecommunications Commission (CRTC) Unsolicited Telecommunications Rules.
- European Union — the ePrivacy Directive, GDPR, and national implementations of unsolicited- communications rules.
- Elsewhere — equivalent telecommunications, anti-spam, and consumer-protection laws in your jurisdiction.
- Reverse-engineer, modify, decompile, repackage, or redistribute the app or any of its components.
- Use automated tools, bots, scripts, or emulators to interact with the app in ways that violate these terms — including but not limited to automating ad views to inflate rewards (see section 6).
5. Enforcement & reporting
We take violations of these terms seriously. We reserve the right, at our sole discretion and without prior notice, to:
- Refuse service or block access to specific features for users who violate these terms.
- Terminate or revoke entitlements (including paid tier unlocks) where we determine in good faith that the user has engaged in prohibited use.
- Cooperate with valid law-enforcement requests, valid court orders, and other lawful legal process. Although we maintain no servers and have no user accounts (see our Privacy Policy), we will respond to properly-served legal requests in compliance with applicable Ontario and Canadian law.
- Refer credible reports of illegal activity, including harassment, fraud, and unlawful telecommunications, to the appropriate authorities.
If you believe someone is misusing the app, you can report them through our support page. Reports should include enough detail for us to assess the claim. We do not promise specific outcomes — every report is evaluated on its merits — but credible reports of illegal activity will be actioned.
6. Ad fraud & rewarded ads
Free-tier users may optionally watch rewarded video ads (served by Google AdMob) to extend their daily generation quota or to unlock additional exports the same day. These ads are entirely optional — you can choose not to watch them.
However, you may not use automated tools, bots, click farms, emulators configured to bypass ad attribution, or any other technique designed to inflate ad reward grants. Such activity violates both these terms and Google AdMob's Program Policies. Detected ad fraud may result in:
- Loss of accumulated bonus generation allowance.
- Suspension of the rewarded-ad feature on your device.
- Reporting to Google for ad-network-level enforcement.
7. Purchases & refunds
PhoneGen is free to install. Two optional one-time upgrades are available through Google Play:
- PhoneGen Pro — $4.99 USD (one-time, lifetime) unlocks higher daily limits, multi-country generation, additional formats, CSV/JSON exports, native share, and other features described on the in-app upgrade screen.
- PhoneGen Premium — $9.99 USD (one-time, lifetime) unlocks the highest daily limits, unlimited saved configurations, and all features.
Both upgrades are one-time purchases, not subscriptions. There is no recurring charge. The upgrade is tied to your Google account and applies on any Android device where you are signed in to that account.
Pricing is shown in your local currency at purchase time; Google Play handles currency conversion and any applicable taxes. Prices may be updated for new purchasers from time to time, but a price change will not retroactively affect a purchase already completed.
Refunds
Refunds for in-app purchases are handled by Google Play according to Google's refund policy. If you believe you qualify for a refund — for example, you were charged in error, the upgrade did not unlock, or you are within Google's eligibility window — please request the refund through Google Play. We do not process refunds directly because we never receive your payment information.
8. Tier changes
We may, from time to time, adjust which features are included in the Free, Pro, and Premium tiers, or adjust daily limits within each tier. We will not remove a feature you have already paid for from your tier — if you bought Pro and Pro included CSV export at the time, you will continue to have CSV export.
New features may be added to a tier above yours, in which case upgrading remains optional. We may also add new tiers; existing purchasers will be transitioned in a way that does not reduce what they have already paid for.
9. Availability & updates
We provide the app on an as-available basis. We do not guarantee that the app will be available without interruption, that all features will work correctly on all devices, or that the app will continue to be distributed indefinitely.
Updates may add, modify, or remove features. Where reasonably possible, material changes will be reflected in the app's Google Play release notes. You are responsible for keeping the app updated; older versions may stop working as third-party services (Google Play, AdMob, RevenueCat) update their protocols.
10. Disclaimer of warranty
The app is provided "as is" and "as available," without warranty of any kind, either express or implied, including but not limited to implied warranties of merchantability, fitness for a particular purpose, non-infringement, or accuracy of the generated output. We do not warrant that the app will meet your specific requirements or that its operation will be uninterrupted or error-free.
Where applicable law does not allow the exclusion of certain warranties, this section applies to the maximum extent permitted by law.
11. Limitation of liability
To the maximum extent permitted by applicable law, in no event will we be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages — including but not limited to loss of profits, loss of data, business interruption, or any other commercial damages or losses — arising out of or in connection with your use of the app, even if we have been advised of the possibility of such damages.
Our total cumulative liability to you for any claim arising out of or relating to these terms or the app shall not exceed the greater of (a) the amount you paid us, through Google Play, for the app or its upgrades in the twelve months preceding the claim, or (b) ten Canadian dollars (CAD $10).
12. Termination
These terms remain in effect for as long as you have the app installed. You may terminate by uninstalling the app. We may terminate or suspend your access to the app, or to specific features, if you violate these terms — in particular the prohibited-use clause in section 4.
Termination does not entitle you to a refund of a one-time upgrade purchase, except where required by law or by Google Play's refund policy.
13. Changes to these terms
We may update these terms from time to time. The "Last updated" date at the top of the page reflects the most recent revision. Material changes will be reflected in the app's release notes. Your continued use of the app after a change indicates acceptance of the updated terms.
14. Governing law
These terms are governed by the laws of the Province of Ontario and the federal laws of Canada applicable therein, without regard to conflict-of-law principles. Any dispute arising out of or relating to these terms or the app shall be subject to the exclusive jurisdiction of the courts of Ontario, Canada, unless mandatory consumer-protection laws of your country of residence require otherwise.
